Woodrow was born November 5, 1912 in Stephenville to William Thomas Foster and Annie Lou Blanton Foster. He worked as a display artist for Leonard Brother's department store before WWII. During the war, Woodrow worked as a draftsman for Consolidated Aircraft Corporation in Fort Worth. In 1946, he moved to the Short Community of Shelby County, where he ran a dairy farm. When the poultry industry hit Shelby County, Woodrow raised chickens. He retired from the poultry industry in the late 1960's and devoted all of his time to his artwork. One of his greatest achievements was being named the winner of the annual Texas State Artist competition in 1991. Woodrow retired from art in 2004, but continued to draw his caricatures. He lived at his home in the Short Community until 2012, when at 100 years of age, he moved to Henderson to live with his daughter.
